In accordance with the Federal Register notice Antidumping Methodologies: Market Economy Inputs, Expected Non-Market Economy Wages, Duty Drawback; and Request for Comments, 71 FR 61716, Oct 19, 2006 (hereafter, the "Antidumping Methodologies notice"), the Department published annual expected NME wage rates based on 2005 GNI in the Federal Register notice Expected Non-Market Economy Wages: Request for Comments on 2007 Calculation, 73 FR 19812, April 11, 2008, ("2007 preliminary calculation") requesting comment with regard to potential clerical errors. The Department's methodology is described in full in the Antidumping Methodologies notice.

The deadline for submitting comments on the 2007 preliminary calculation was extended to May 1, 2008.

On May 1, 2008 the Department received 2 sets of comments in response to the 2007 preliminary calculation notice. These comments are addressed in the Federal Register notice Finalization and Effective Date of 2007 Expected Non-Market Economy Wage Calculation, 73 FR 26364 (May 9, 2008). However, the wage rates published in this notice contained a clerical error. In doing the expected NME wage rate calculation, the first data point (wages and GNI for Albania) was inadvertently left out of the regression analysis. This has been corrected and the corrected wage rates were published in the Federal Register notice Corrected 2007 Calculation of Expected Non-Market Economy Wages, 73 FR 27795 (May 14, 2008).

The 2007 expected NME wage rates posted below are final as of May 14, 2008.

When the Department announced the 2007 preliminary calculation, it indicated that the final 2007 expected NME wage calculation ("2007 final calculation") would be "used in all segments of all NME proceedings for which the deadline for submission of surrogate values is on or after the date of publication of the finalized expected NME wage rates . . .". (See "Previously posted statement" cited below). In view of the delay in finalizing the 2007 calculation, and because the public has had adequate notice and time to comment on the Department's new expected NME wage methodology, implemented in February 2007, and has further had opportunity to comment on the 2007 preliminary calculation, announced on April 11, 2008, the Department has reconsidered the effective date of the 2007 final calculation. Accordingly, the Department has determined that the newly calculated wage rates for 2007 will be used in all NME antidumping proceedings in which the Department’s final decision is due after publication of the Federal Register notice cited above.

Previously posted statement:
The Department intends to finalize its calculations based on 2005 GNI within one month thereafter. The revised expected NME wage rates based on 2005 GNI will be used in all segments of all NME proceedings for which the deadline for submission of surrogate values is on or after the date of publication of the finalized expected NME wage rates based on 2005 GNI.

(1)   The wage rate for Madagascar is reported as a rate in francs or Malagasy francs (FMG) while the U.S. dollar exchange rate reported by the IMF is in the national currency, the ariary. The IMF's Annual Report on Exchange Arrangements and Exchange Restrictions 2008 notes that the two Madagascar currencies are convertible at a rate of ariary 1 per FMG 5. Therefore, the reported labor rate of francs 2,033 was converted to an ariary rate of 406.6
Note: The FR notice "Expected Non-Market Economy Wages: Request for Comments on 2007 Calculation", erroneously stated that 13 entities were excluded from the calculation because they did not report CPI information. These entities, namely Azerbaijan, Bermuda, China, Cuba, Gibraltar, Guam, Isle of Man, Jersey, Puerto Rico, San Marino, Taiwan, Ukraine, and the Virgin Islands were actually excluded either because they are non-market economies or because the World Bank did not report GNI per capita for them.
